To deal with the issue of rising unemployment, Chief Minister of Odisha, Mr. Naveen Patnaik came up with an initiative termed MUKTA. The full form of MUKTA Odisha is Mukhyamantri Karma Tatpara Abhiyan. This scheme is just like NREGA of the state as it provides employment opportunities to the poor, migrant laborers, and informal workers. The state govt. stated that they have provided the benefit of the Mukhyamantri Karma Tatpara Abhiyan to around 3.5 lakh beneficiaries of the state after the implementation which started in the month of April 2020.
The govt. also mentioned that out of the 3.5 lakh beneficiaries around 40% of them are women. This welfare initiative was a must because of the spike in unemployment after the pandemic situation in the country. Application for the Mukhyamantri Karma Tatpara Abhiyan ( MUKTA Scheme )
The application procedure is not like other schemes where the eligible beneficiary is required to fill in application forms and all that. For creating the beneficiary list of Mukhyamantri Karma Tatpara Abhiyan, several surveys are conducted by the volunteers. On the basis of the village level surveys, the first beneficiary list is created and sent to the higher authorities for further checks and verification. After that, the final beneficiary list is created.
Although there are no clear guidelines about the application of the MUKTA Odisha scheme is mentioned on the official portal but this is the procedure that is being used to identify beneficiaries of other similar schemes. Implementation of the Mukhyamantri Karma Tatpara Abhiyan Odisha
Due to the rise of unemployment because of the pandemic, the state govt. came up with a temporary employment generation scheme for which the govt. allocated a sum of Rs. 100 crores. After the successful implementation of it, the govt. decided to make it a full-fledged scheme to tackle the unemployment in the state. It was termed as MUKTA ( Mukhyamantri Karma Tatpara Abhiyan ). Initially, the objective of the scheme was to provide sustainable livelihood opportunities to around 4.5 lakh beneficiaries of the state.
The scheme is fully funded by the state & under it labor-intensive projects are provided to the urban poor of Odisha which involves the following activities:
- Rainwater harvesting
- Stormwater drainage
- Green cover increase
- Development of peripheral around water bodies
- Community centers creations
Crucial Components of the MUKTA Odisha Scheme
Under the components, it is described that what all activities will be performed in which the employee will be generated under the Mukhyamantri Karma Tatpara Abhiyan. The state govt. has plans to build community assets worth more than Rs. 150 crores and the primary establishments will be. It is expected that the implementation of Mukhyamantri Karma Tatpara Abhiyan will provide around 35 lakhs man-days. Some of the top components of the MUKTA scheme are mentioned below.
- New Public parks, water bodies, playgrounds, etc will be created
- Desilting & repairing of stormwater drains will be done under the MUKTA scheme.
- Roadside plantation
- River Banks
- Cleaning of water hyacinths in the ponds
Eligibility guidelines for the MUKTA Scheme of Odisha
As of now there are no official eligibility guidelines published by the govt. officials or the concerned authorities. The eligibility guidelines mentioned below are on the basis of official guidelines of other similar welfare schemes of the Odisha govt.
- The Mukhyamantri Karma Tatpara Abhiyan is funded by the state and it is for the residents of Odisha only.
- The objective of this scheme is to provide employment to urban poor, migrant workers, etc. so the candidates must fall under that category.
- There must be some other guidelines like income cap, age of the candidate, etc which will be updated after the official guidelines are published on the portal.
- Some of the basic documents which are required for the application process are identity proof, resident proof, domicile certificate, income proof, and bank account details.
Objectives and Benefits of Mukhyamantri Karma Tatpara Abhiyan Odisha
As mentioned above the primary objective or goal of this welfare initiative is the control the rising unemployment and even decrease it. The primary beneficiaries of this scheme are migrant laborers, informal workers, etc. This initiative will provide financial support and a better livelihood. The Direct Benefit Transfer model is being used under the MUKTA scheme so the wages will directly be transferred to the account of beneficiaries. This scheme does not only benefit the economically weaker section of the society but also empowers the women of the state who belongs to SHG ( Self Help Groups ).
